The representative of the United Nations considered that the crucial matter of diploma equivalence influences directly the maintenance of peace in the world. Mr. Pérez inaugurated then the Cercle de Réflexion. The representatives of Viet Nam, the United Nations Development Programme (UNDP) and the United Nations Educational, Scientitfic and Cultural Organization (UNESCO) stressed the importance of the objectives of the Cercle de Réflexion who is an open platform, a meeting centre for all States Members and Observers of the United Nations that wish to consider and participate in the implementation of solutions likely to assist in the building and consolidation of peace. It was agreed that the new organization must obtain a structure and will have its members, as the Member States of the United Nations.
